Summary
Commission to Study the Electoral College Act - Establishes the Electoral College Commission to analyze the merits and failings of the electoral college system and examine alternatives. Requires the Commission to make a final report to the President and the Congress not later than two years after enactment of this Act. Terminates the Commission 30 days after submission of such report. Authorizes appropriations.
