Summary
Amends the Foreign Assistance Act of 1961 to authorize the President to enter into an agreement establishing a multilateral trust fund, to be administered by the Inter-American Development Bank, to insure and guarantee investments in projects to develop and extract oil, gas, and other minerals in countries which are members of such Bank. Stipulates that specific amounts of the maximum contingent liability otherwise assumable by the Overseas Private Investment Corporation shall be available for such insurance and guaranties. Sets forth limitations to the U.S. assumption of liability pursuant to such agreement.
