Summary

Civil Rights Crimes Act of 1992 - Amends the Federal criminal code to prescribe penalties for: (1) under color of law, intentionally engaging in conduct and thereby depriving a person of a right, privilege, or immunity secured or protected by the Constitution or laws of the United States; or (2) intentionally injuring, oppressing, threatening, or intimidating another person because the other person exercised such a right, privilege, or immunity. Declares that, under the provisions amended by this Act, no state of mind need be proven.
