Summary

Requires States to give notice to Congress of any ratification or rescission of ratification of any amendment to the Constitution. Directs the Secretary of the Senate and the Clerk of the House of Representatives to: (1) keep a record of such ratifications and rescissions; and (2) determine whether such ratifications and rescissions are identical to the proposed amendment. Gives Congress the sole authority to determine the validity of the adoption of an amendment or the rescission of ratification.
