A bill to place restrictions on military assistance and sales for Guatemala.

Summary

Permits specified types of military assistance and sales to Guatemala only if, within six months before such assistance is given, the President certifies to the Congress that Guatemala is: (1) not engaged in a consistent pattern of violations of internationally recognized human rights; (2) achieving substantial control over all elements of its own armed forces; and (3) ending the indiscriminate torture and murder of Guatemalan citizens by Government assisted paramilitary organizations. Requires the President to make the certification every six months thereafter. Directs the President to suspend, withhold, and withdraw the military assistance and sales to Guatemala if the President does not make such certification.
