Interstate Compact - Grants congressional consent to the Mississippi River Interstate Pollution Phase-Out Compact and to certain supplementary agreements entered into pursuant to such Compact. Identifies the following as signatory States: Louisiana, Mississippi, Arkansas, Tennessee, Missouri, Kentucky, Illinois, Iowa, Wisconsin, and Minnesota.
