Federal Lobbying Disclosure Act

Summary

Federal Lobbying Disclosure Act - Requires any person who attempts or is retained to influence legislation by direct communication to file with the Federal Election Commission a notice identifying the person's employer and area of legislative interest and a description of any lobbying activity for which the person will receive a fee. Directs such person to keep a detailed record of any income received or expenditures made to influence legislation, and to submit semiannual reports on such information to the Commission. Directs such person to file a notice upon terminating his or her lobbying activities. Authorizes the Commission to propose such rules as are necessary to carry out this Act. Requires that such rules be transmitted to the Committee on Standards of Official Conduct of the House and the Select Committee on Ethics of the Senate. Declares such rules effective 30 legislative days after transmittal. Sets forth civil and criminal penalties. Repeals the Federal Regulation of Lobbying Act.
