Amends title XVIII (Medicare) of the Social Security Act to prohibit a hospital, rural primary care hospital, or skilled nursing facility or nursing facility receiving plan funds from engaging in conduct (either directly or through contractual arrangements) which would have the effect of discriminating against individuals on specified bases, including anticipated need for health services.
