Summary

Expresses the sense of Congress that the Department of Transportation, in exercising its authority to exempt from preemption State and local laws, should permit State and local governments greater authority to restrict the transportation of hazardous (especially nuclear) materials. Directs the Secretary of Transportation to report to Congress, not later than one year after the date of enactment of this Act, on proposed new routes for the transportation of hazardous materials through rural areas and areas less populated than those through which such materials are currently transported.
