Summary
Establishes the Commission on the Budget Process to review and recommend improvements to the Federal budget process to ensure a comprehensive system to account for the allocation of national resources resulting from Federal activity. Directs the Commission to report its findings, conclusions, and recommendations to the President and each House of Congress within one year after enactment of this Act. Terminates the Commission 30 days after such report is submitted. Authorizes appropriations.
