Summary

2002 Supplemental Appropriations Act for the Department of Defense - Makes supplemental appropriations for FY 2002 for: (1) military personnel, Air Force; (2) operation and maintenance for the Army, Navy, Air Force, and defense-wide; (3) the Defense Emergency Response Fund; (4) procurement for the Army, Navy, Marine Corps, Air Force, and defense-wide; and (5) research, development, test and evaluation for the Army, Navy, Air Force, and defense-wide. Permits the use of appropriated funds available for the V-22 to meet unique requirements of the Special Operations Forces. Authorizes the President to continue to provide assistance to Russia under cooperative threat reduction programs and the Freedom Support Act under an alternative certification requirement if such assistance is vital to U.S. national security interests. Authorizes the use of certain FY 2002 Department of Defense (DOD) funds for: (1) additional costs of international inspectors under chemical demilitarization programs; and (2) narcotics trafficking interdiction and anti-terrorism activities in Colombia. Appropriates funds for: (1) procurement of three MH-47 Chinook helicopters; and (2) chemical agent destruction at DOD facilities in Aberdeen, Maryland, and Newport, Indiana. Rescinds $59 million of procurement funds appropriated or otherwise made available to DOD. Earmarks $100 million from the Defense Emergency Response Fund to reimburse foreign nations for goods, services, or use of facilities provided in direct support of U.S. military operations in the global war on terrorism (requiring notification of the congressional appropriations committees).
