Summary
Requires the head of each Federal agency that owns or leases motor vehicles to keep accurate records of their use by Federal employees. Imposes liability for final monetary penalties upon such employees for parking violations committed while using such vehicles. Mandates that existing final monetary penalties incurred for parking violations before enactment of this Act be paid out of travel funds allocated to the relevant agency.
