Summary
Satellite Home Viewer Act of 1986 - Amends the copyright law to require through 1994 the compulsory licensing of secondary transmissions of a primary transmission made by a superstation when such secondary transmissions are made by a satellite carrier to the public for private viewing for a direct charge. Requires such satellite carriers to deposit royalties and an accounting with the Register of Copyrights on a semiannual basis. Permits royalty fees to be set by voluntary negotiation, according to a prescribed formula, or by compulsory arbitration.
