Directs the Secretary of Veterans Affairs to pay dependency and indemnity compensation to the surviving spouses of deceased veterans whose last discharge or other release from active duty was before August 13, 1998, and whose disability: (1) was continually rated totally disabling for at least one year immediately preceding death; and (2) included a compensable cold-weather injury determined to be service-connected.
