Terminates the President's authorities (formerly subject to congressional veto) under the Atomic Energy Act of 1954 relating to: (1) foreign distribution of special nuclear materials; (2) proposed agreements for nuclear cooperation with other nations; and (3) review of nuclear export licensing and export criteria. Makes such termination effective 180 days after enactment of this Act unless the exercise of such authorities is approved by an enactment of Congress within such time period.
