Civil Service Authorization Act of 1979 - Authorizes appropriations for fiscal years 1981 and 1982 to the Office of Personnel Management, the Merit Systems Protection Board (MSPB), the Special Counsel of the MSPB, and the Federal Labor Relations Authority.
