Medicaid Equalization Act of 1994 - Amends title XIX (Medicaid) of the Social Security Act to: (1) reduce the maximum Federal medical assistance percentage for a State from 83 percent to 60 percent; and (2) increase by 1.2 percentage points the medical assistance percentage for all States.
