Amends the Federal Water Pollution Control Act to allow State, county, or municipal government officers or employees, if such persons do not participate in discharge permit determinations involving such governments, to be members of boards that approve permit applications notwithstanding a prohibition on membership for persons who have received a significant portion of income from permit holders or applicants.
