Authorizes the Secretary of the Army to transfer certain real property at Fort Sam Houston, Texas, to: (1) the Secretary of Veterans Affairs; and (2) the city of San Antonio, Texas. Requires the: (1) Secretary of Veterans Affairs to use such property as a national cemetery; and (2) city to use such property as a public park. Provides for property return or reversion if not used for such purposes.
