Summary

Toxic Substances Neutralization Act - Amends the Toxic Substances Control Act to require persons who propose to manufacture or process a new chemical substance or a chemical substance for a significant new use which will present an unreasonable risk of injury to health or the environment to develop and test a method for neutralizing or destroying such substance and submit test data to the Administrator of the Environmental Protection Agency before manufacturing or processing such substances.
