TABLE OF CONTENTS: Title I: Expanding Collector Access to Information Title II: National Recognition of Child Support Orders Title III: Cost Sharing and Collections Disbursements Title IV: Accounting and Reviews Title V: Effective Date Child Support Enforcement Reform Act of 1994 - Title I: Expanding Collector Access to Information - Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act (SSA) and the Internal Revenue Code to make various specified changes with respect to locating individuals owning child support and for collecting such support by: (1) expanding the functions of the Federal Parent Locator Service (including the databases it accesses); (2) providing for private access to locate and enforcement services, as well as access by child support enforcement agencies to law enforcement tracking system information, and State access to financial records of individuals owing child support; and (3) establishing a system for national reporting of child support information by new hires via the W-4 form and collection of child support obligations through employer withholding from wages of such amounts reported on the employee's W-2 form. Title II: National Recognition of Child Support Orders - Amends the Federal judicial code to provide for interstate recognition of State child support and parentage orders. Provides under SSA title IV part D for service of process on Federal employees and members of the armed services in connection with proceedings relating to child support and parentage obligations. Revises SSA title IV part D with regard to the presumed address of the child support obligor and obligee, notice to custodial parents, and other specified matters regarding judicial determination of parentage and establishment of child support orders, including uniform terms in child support orders. Amends the Consumer Credit Protection Act to allow consumer reporting agencies to furnish consumer reports to appropriate State agencies for use to establish or modify a child support award. Title III: Cost Sharing and Collections Disbursements - Amends SSA title IV part D to revise: (1) payment provisions, among other changes eliminating incentive payments to the States; and (2) State plan provisions, among other changes giving States the option of imposing an increased application fee for furnishing services. Title IV: Accounting and Reviews - Directs the Secretary of Health and Human Services to develop accounting guidelines for use in determining the payments by and to the States under SSA title IV part D. Requires the Comptroller General to review, among other things, the information reporting requirements imposed on States under SSA title IV part D for a report to the Congress. Title V: Effective Date - Sets forth the effective dates of this Act.
