Summary
Federal Contract Transparency Act - Amends the Federal Property and Administrative Services Act of 1949 to require any contract awarded by an executive agency to: (1) prohibit the contractor from having more than three tiers of subcontracts under the contract, subject to stated exceptions; and (2) require the contractor to track and report to the agency all subcontracts, at any tier, awarded by the contractor. Requires the information in such reports to be made available upon request to Congress.
