Summary
United States-China Engagement Act of 2006 - Provides funding with respect to the People's Republic of China (PRC) for: (1) public diplomacy; (2) construction and staffing of one additional U.S. consulate; and (3) ten U.S. diplomatic posts. Provides funding (including grants) for: (1) a U.S. contribution to Asia-Pacific Economic Cooperation; (2) elementary and secondary Chinese language and cultural studies; (3) Chinese language instruction technology enhancement; and (4) higher education Chinese business education and consortia exchange programs. Expresses the sense of Congress that an increase in the number of students who receive substantial pre-college exposure to Chinese language and cultural studies will enhance U.S. global economic competitiveness. Authorizes 17 additional Commercial Service Officers for PRC assignment. Provides grants to states for offices to promote and assist exports to the PRC. Directs the Office of International Trade of the Small Business Administration (SBA) to provide guidance to small businesses respecting exporting services and products to the PRC.
