To encourage States to enter into agreements with other States for the establishment of conforming regulations governing the provision of limousine service between the States.

Summary

Prohibits, with a specified exception, a State or interstate agency or political agency of two or more States from enforcing any regulation or law that restricts the operation of a motor vehicle providing limousine service between a place in a State and a place in another State unless the States have in effect an agreement or compact concerning the regulation of interstate limousine service that allows for such restriction. Grants the consent of Congress to two or more States to negotiate and enter into such agreements or compacts, except that they may not be in conflict with any U.S. law.
