Amends the Water Resources Development Act of 1976 to allow the Secretary of the Army, acting through the Chief of Engineers, at the request of a non-federal interest, to extend the period during which the Secretary provides beach nourishment for a water resources development project for such additional period as the Secretary determines necessary, not to exceed 50 years.
