Amends the definition of "destructive device" in the Gun Control Act of 1968 and in the provision of the Omnibus Crime Control and Safe Streets Act of 1968 prohibiting certain persons from possessing or receiving firearms to include weapons which, after expelling a projectile, remains connected to that projectile for the purpose of conducting an electric charge to it.
