Summary
Amends the Congressional Budget Act of 1974 to require that reports from any congressional committee except the Committee on Appropriations of each House accompanying any public bill or resolution contain analyses by the Congressional Budget Office of the estimated costs which would be incurred by State and local governments in carrying out or complying with such a bill or resolution. (Currently, only committee reports accompanying any public bill or resolution which is likely to result in annual costs to such governments of $200,000,000 or more, or is likely to have exceptional fiscal consequences for a geographic region or a particular level of government, are required to contain such an estimate.)
