Summary

Davis-Bacon Enforcement Act of 1999 - Amends the Davis-Bacon Act to direct the Secretary of Labor, upon determining that a Federal contractor has established a pattern of violations of such Act, to cancel the contract and make such contractor ineligible to receive a Federal contract for a ten-year period, unless the contractor is able to show that such violations were not intentional but were the result of simple and unsystematic error. Amends the Freedom of Information Act to require the disclosure of certain payroll information under contracts subject to the Davis-Bacon Act.
