Summary
Amends the Public Buildings Act of 1959 to direct the Administrator of General Services to conduct a three-year demonstration program designed to expand participation by small business concerns owned and controlled by socially and economically disadvantaged individuals in contracting opportunities for providing space in buildings for lease to the Federal Government. Requires the Commission on Minority Business Development to study or commission a study to examine past and present existence, extent, and impact of racial and gender-based discrimination on small business concerns owned and controlled by socially and economically disadvantaged individuals in Federal leasehold contracting opportunities.
