Summary
Establishes a Special Advisory Council on Social Security Financing for the purpose of studying ways and means by which the present system of financing may be phased out and replaced by an actuarially sound method whereby payments are made from accrued interest rather than from principal or general revenue moneys. Directs the Council to report its recommendations to the Secretary of Health, Education, and Welfare within one year.
