Summary

Department of Older Americans Act - Establishes the Department of Older Americans as an executive department to be headed by a Secretary of Older Americans. Sets forth provisions for an Under Secretary, four Assistant Secretaries, a General Counsel, and an Assistant Secretary for Administration. Directs the Secretary to carry out specified transferred functions. Sets forth general provisions for the Secretary in carrying out the purposes of this Act, the Older Americans Act of 1965, and other legislation for the welfare of the elderly. Transfers to the Secretary the functions, powers, and duties of the Secretary of Health and Human Services and the officers of the Administration on Aging under the Older Americans Act of 1965. Amends the Older Americans Act of 1965, the Library Services and Construction Act, the Adult Education Act, and other Federal laws to make technical and conforming amendments relating to the executive branch and to Government organization and employees, to include references to the Department and its officials. Directs the Secretary to make an annual report to the President for submission to the Congress. Sets forth savings provisions and administrative provisions. Directs the Secretary to submit to the Congress, within two years from the effective date of this Act, a proposed codification of all laws that contain the powers, duties, and functions transferred to or vested in the Secretary or the Department by this Act. Sets forth provisions for the effective date of this Act and for the initial appointment of the officers provided for in this Act.
