Summary
Amends the National Parks and Recreation Act of 1978 to direct the Secretary of the Interior to notify the appropriate committees of Congress before acquiring any land interests relating to those segments of the Upper Delaware River that are designated under the Wild and Scenic Rivers Act. Conditions the acquisition of Upper Delaware River land interests without the owner's consent upon congressional passage of legislation expressly authorizing such acquisition and specifically appropriating funds for such purposes.
