Summary
Interim Abandoned Mines Reclamation Act of 1988 - Amends the Surface Mining Control and Reclamation Act of 1977 to direct the Secretary of the Interior to expend a specified percentage of funds for the reclamation of unreclaimed surface coal mining operations sites with respect to which the operator and the operator's surety are bankrupt. Sets forth priority guidelines for site reclamation.
