Summary
Amends the Federal criminal code to prohibit: (1) the shipment or transportation of firearm parts, with exceptions; and (2) the manufacture or assembly of firearms by persons other than licensed manufacturers. Increases the fee for a license to manufacture firearms. Amends the National Firearms Act to prohibit the possession or transfer of certain combinations of machine gun replacement parts.
