Summary
Directs the Secretary of the Interior to identify by survey and determine the fair market value of certain property interests within and contiguous to the New River Gorge National River (Kentucky) which the United States and the Berwind Corporation are contemplating for exchange. Directs the Secretary to ensure that the transfer of certain excess Federal property to the Berwind Corporation will allow the mountain top removal method of surface mining. Subjects such surface mining to all Federal and State regulations. Authorizes the Secretary to enter into a written agreement with the Corporation pertaining to the reclamation of transferred property. Directs the Secretary to administer any exchanged properties as part of the New River Gorge.
