Summary

Community Economic Adjustment Fund Act of 1990 - Establishes the Community Economic Adjustment Fund to consist of appropriated amounts and certain payments from a defense contractor in the event that the contractor makes an arbitrary change in the place of performing a contract which results in the closing of, or severe curtailment of operation at, the place where such contract was performed. Authorizes the Secretary of Labor to make grants from such Fund to local governments adversely affected by reduced Department of Defense spending, the cancellation or termination of a Defense contract, or the failure to proceed with a previously approved major defense acquisition program to assist such local governments in addressing the needs of community economic adjustment. Authorizes appropriations.
