Tire Recall Safety Act - Amends Federal transportation law to prohibit a person from selling or leasing a tire that is the subject of a recall owing to its being defective or not compliant with applicable tire safety standards. Sets forth criminal penalties for violations of the requirements of this Act which cause an accident resulting in serious injury or death.
