Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to require the Secretary of Health and Human Services to establish procedures to avoid paying more than the correct amount of title II benefits to any individual as a result of such individual's failure to file a correct report or estimate of earnings or wages.
