Summary

Directs the Federal Energy Regulatory Commission to: (1) extend the time period during which a specified hydroelectric project licensee is required to commence construction in the State of Ohio; and (2) extend, upon request, the period during which such licensee is required to commence project construction for two consecutive two-year periods. Provides for reinstatement of an expired license.
