Summary
Amends Federal law to remove a requirement that a Federal rule be submitted to both Houses of Congress before it can take effect. Requires submission to each House of Congress of rules that are not published in the Federal Register before they become effective. Directs the Comptroller General to submit weekly reports to each House of rules published in the Federal Register and provides for publication of such reports in the Congressional Record.
