Summary
Amends the Tariff Act of 1930 to define "foreign trade zone operator" to mean any private corporation which has contracted with a grantee for the exclusive authority to establish, operate, and maintain a general purpose foreign trade zone (an area not subject to the U.S. customs laws) located E of longitude 81 W and S of latitude 26 N. Declares that such operator shall not be subject to real property taxes imposed by the State in which such zone is located.
