Motor Vehicle Theft Law Enforcement Improvement Act of 1989 - Amends the Tariff Act of 1930 (as amended by the Motor Vehicle Theft Law Enforcement Act of 1984) and the Trade and Tariff Act of 1984 to require customs officers to verify the identification numbers of certain vehicles with the National Computer Information Center before such vehicles are exported for purposes of determining if an unlawful importation or exportation has occurred.
