Summary
Designates Chapter 2 of the National Narcotics Leadership Act of 1988 as the Drug-Free Communities Act. Increases and extends through FY 2006 the authorization of appropriations to the Office of National Drug Control Policy (Office) for the drug-free communities support program. Modifies grant renewal funding levels. Requires the Office Director to study the need to increase administrative costs under the program. Authorizes the Director to make grants to an organization to establish a National Community Antidrug Coalition Institute.
