Summary

Amends the Legislative Branch Appropriations Act, 1990 to reduce from three to two the number of franked mailings per year per addressee to which a Member of Congress after December 31, 1990, is entitled. Requires the Sergeant at Arms and Doorkeeper of the Senate to send each Senator a semiannual statement of costs and related expenses of the Senator's mass mailings during a specified period. Requires that a summary of the information contained in the statements be published semiannually in the Congressional Record and in the Report of the Secretary of the Senate. Requires the House Commission on Congressional Mailing Standards to send each Representative a semiannual statement of costs and related expenses of the Member's mass mailings during a specified period. Requires that a summary of the information contained in the statements be published semiannually in the Congressional Record and in the Report of the Clerk of the House. Requires that any appropriation for reimbursement for costs relating to franked mailing shall be allocated by: (1) the House of Representatives Commission on Congressional Mailing Standards for the House; and (2) the Senate Committee on Rules and Administration for the Senate. Mandates that, if during a fiscal year, the House of Representatives or the Senate exceeds its appropriated funds for franked mailing expenses, no mass mailing may be mailed by that House during the remainder of such fiscal year unless additional funds are appropriated.
