Summary

Authorizes the Governor of Illinois to use funds from the Abandoned Mine Reclamation Fund to compensate owners of specified real estate for losses in the value of such real estate due to the escape of noxious gases from abandoned mines within a certain area. Conditions such authority upon submission by the Governor of an amendment to the annual application (to the Secretary of the Interior) for support required by the Surface Mining Control and Reclamation Act of 1977.
