Summary

Reciprocity in International Government Procurement Enforcement Act of 1990 - Amends the Buy American Act to require the approval of the United States Trade Representative in order for the head of a Federal agency to waive Buy American requirements with respect to the Government procurement of goods and services. Amends the Trade Agreements Act of 1979 to reduce the President's criteria for identifying countries that discriminate against U.S. products or services in making Government procurements. Requires the Administrator of the Office of Federal Procurement Policy to submit to specified congressional committees an annual report on foreign procurement by the Government.
