Summary
Amends the National Aeronautics and Space Act of 1958 to reestablish the National Aeronautics and Space Council. Revises the membership of the Council, vesting its leadership in a Chairman, to be appointed by the President, with the advice and consent of the Senate. Directs the President to: (1) ensure that the U.S. space effort conforms to both domestic and foreign policy goals; and (2) report annually to the Congress on all significant aeronautical and space activities.
