Contracting Out Appeals Reform Act of 1988 - Amends Federal law on the procurement protest system to permit the Comptroller General of the United States to review and decide protests of Federal Government employees relating to conversion to contractor performance of certain functions they perform. Subjects decisions of the Comptroller General on procurement protests to judicial review. Requires heads of Federal agencies who are responsible for determining whether to convert to contractor performance to regularly consult with employees who will be affected by such determination.
