Prohibits any actions of a named individual of which the Department of State or the Department of Justice had prior knowledge from: (1) being the basis of his deportation; (2) affecting his immigrant status; and (3) being considered for purposes of his admission into the United States. Directs the Attorney General to cancel any outstanding orders and warrants of deportation which may have been issued.
