Summary

Black Canyon Conservation Act of 1990 - Redesignates the Black Canyon of the Gunnison National Monument in Colorado as the Black Canyon of the Gunnison National Park. Establishes the Gunnison Gorge National Conservation Area (conservation area). Designates the Gunnison Gorge Wilderness (located within the conservation area) as a component of the National Wilderness Preservation System. Amends the Wild and Scenic Rivers Act to designate the Gunnison River, Colorado, as a component of the National Wild and Scenic Rivers System. Directs the Secretary of the Interior to transmit to specified congressional committees a comprehensive plan for the long-range protection and management of the conservation area. Authorizes appropriations.
